PiDAM is committed to building a transparent, secure, and fair digital marketplace that connects farmers, cooperatives, vendors, and buyers across the Philippines. This Platform Policy outlines the legal standards, responsibilities, and operating guidelines for all platform users, in compliance with Philippine laws.
1. Legal Basis
PiDAM operates in compliance with the following laws:
1.1 E-Commerce Act of the Philippines (RA 8792)
– Ensures electronic transactions are legally recognized and protected.
1.2 Consumer Act of the Philippines (RA 7394)
– Protects consumer rights regarding safety, accurate information, warranties, pricing, and fair trade.
1.3 Data Privacy Act of 2012 (RA 10173)
– Protects and regulates the handling of personal information.
1.4 Price Tag Law (RA 7394, Ch. VI)
– Requires clear and correct pricing for all products.
1.5 DTI E-Commerce Guidelines
– Mandates transparency, honest marketing, and clear seller/buyer identification.
2. Platform Overview
PiDAM is a digital agri-marketplace designed to:
- Connect farmers and cooperatives directly to consumers and institutional buyers
- Promote fair pricing and reduce middlemen
- Enable secure online transactions
- Support agri-communities with logistics and digital tools
All users of the platform—buyers, vendors, partners—are subject to this policy.
3. User Responsibilities
All platform users agree to:
3.1 Provide truthful information
Fake accounts, false documentation, or identity misrepresentation are prohibited.
3.2 Follow Philippine laws
Any illegal, fraudulent, or harmful activities will result in suspension or legal action.
3.3 Respect other users
Harassment, abuse, or malicious actions are strictly prohibited.
4. Vendor Responsibilities
Vendors must:
- Only list products they are legally allowed to sell
- Ensure product safety, quality, and accuracy
- Provide complete and truthful product descriptions
- Follow DTI, BIR, and local business registration requirements
- Issue valid receipts when applicable
- Honor returns/refunds required by RA 7394
- Comply with PiDAM Vendor Policy and Agriculture Guidelines
Fake, prohibited, expired, mislabeled, or unsafe products are banned.
5. Buyer Responsibilities
Buyers must:
- Provide accurate delivery and contact information
- Inspect orders upon receiving
- Report product issues within the allowed period
- Not misuse refunds, complaints, or return systems
- Treat vendors and riders respectfully
Abusive or fraudulent buyer behavior may result in account restriction.
6. Product Safety & Quality
All products sold on PiDAM must comply with:
6.1 Food Safety Act (RA 10611)
For agricultural and food items, Vendors must ensure:
- Clean handling
- Proper packaging
- Correct labeling
- Clear expiration or harvest dates (if applicable)
6.2 No counterfeit or illegal products
PiDAM prohibits:
- Fake or misdeclared items
- Stolen goods
- Hazardous or banned products
- Products without proper certification (if required)
7. Pricing & Transparency
Vendors must comply with Price Tag Law:
- All prices must be clearly displayed
- Prices must be accurate and match checkout totals
- Hidden charges and deceptive pricing are prohibited
Platform service fees will be disclosed transparently.
8. Payments & Transactions
PiDAM supports secure digital transactions via verified payment channels.
- Buyers must ensure payment validity
- Vendors must confirm and fulfill orders promptly
- PiDAM may withhold payouts in cases of disputes, fraud, or violations
Transaction records may be used as evidence for DTI mediation if needed.
9. Order Fulfillment & Logistics
Vendors and logistics partners must:
- Prepare and deliver items on time
- Follow proper handling standards, especially for perishables
- Ensure items match product listings
PiDAM may intervene or suspend accounts for repeated delivery issues.
10. Returns, Refunds & Complaints
PiDAM follows DTI and RA 7394 refund/return rules.
Buyers may request returns/refunds for:
- Damaged items
- Wrong items delivered
- Spoiled or unsafe food
- Misrepresentation or false product info
- Quality issues
- Unauthorized or fraudulent transactions
Vendors must comply with valid return/refund cases.
11. Data Privacy & Security
PiDAM strictly adheres to the Data Privacy Act (RA 10173).
We commit to:
- Protecting user personal data
- Using data only for legitimate business operations
- Not selling or sharing user data without consent
- Securing accounts, transactions, and platform systems
Users are responsible for securing their passwords and devices.
12. Prohibited Activities
The following are strictly prohibited:
- Fraud, scams, or misrepresentation
- Sale of illegal, harmful, expired, or counterfeit goods
- Harassment or abuse of buyers, vendors, or riders
- Hacking, exploiting, or disrupting platform operations
- Circumventing PiDAM payment or logistics systems
Violation may lead to:
- Account suspension/termination
- Legal action
- Reporting to authorities (DTI, DA, PNP, NBI, etc.)
13. Platform Rights
PiDAM reserves the right to:
- Verify vendor information
- Request additional documents
- Remove listings that violate policies
- Suspend or terminate users who violate laws or policies
- Modify platform features, fees, or guidelines
- Cooperate with government authorities when needed
14. Liability & Disclaimer
PiDAM is not liable for:
- Vendor negligence
- Product defects or safety issues caused by vendors
- Delivery delays caused by third-party logistics
- User actions outside the platform
However, PiDAM will assist in dispute resolution following DTI guidelines.
15. Policy Changes
PiDAM may update this policy at any time.
Significant changes will be communicated through the platform.
16. Acceptance of Terms
By using PiDAM, you confirm that you:
